You can switch through all of them while going for minikits and the compass secrets or you can just briefly fire each level up, toggle through the new characters and then save and exit and still get the achievement. These are listed them all below because a lot of these characters can be found on several levels so you can skip some chapters entirely. Basically all you need to do is go to each level and keep hitting the shoulder buttons until you're back at the first character. It enables you to toggle through additional characters that can't be used anywhere else by using the and buttons.
Toggle Extras is one of the red hats/extras that you can turn on during fleeplay.
